A simpler design that I saw was similar. Difference being that the handle was centered with the blade, just like a regular paddle. At the end, as affixed (riveted, I believe) a strap. The strap was circular, and the paddler inserted his arm clear through the circle and grasped the cut-out handle in the blade.

This type of paddle would be easy to hand make (at home or away) from an el-cheapo Wally World paddle (slightly higher West of the Rockies).

Cut out an elliptical hand hold near the top of the blade,
measure from top of hand-hold to crook of elbow, subtract an inch,
whack off the loom at that point up from the top of that hole,
smooth off everything,
and attach a circular strap large enough to fit over your muscular forearm,
finish with some epoxy and glass to reinforce because you cut out part of the paddle,
forward to Chuck for fitting engraving by wood burning.
