After glassing can one just paint over the sanded surface or is a varnish needed before painting.

I hope i did my glassing steps right.

Sanded and prep the boat
did a saturation coat inside and out
mixed wood flour from sander and epoxy to fillet inside(not sure about its consistancy)
taped over fillets and spread epoxy then used bondo blade to spread it also put tape on the outside edges
next day i sanded the tape put a lite coat of epoxy on outside of boat and glassed outside spreading epoxy with the bondo blade
i went up to the bottom of the rub rails but did not go over them
next day sanded a ittle bit and left alone for another day
finally repeated steps on inside but stoped half way up the ribs
came back and used some scrap pieces to finish covering ribs

You don't need to varnish if you are going to paint over it. The varnish is to protect the epoxy from UV light, but the paint will do that. Taping the seams was not needed if you were applying fiberglass, but doesn't hurt and will add even more strength.
